AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
